Where they started
Documents came out with different wording and structure depending on who wrote them. Researchers and the project lead spent their time bringing reports, proposals, client deliverables and methodology notes into line. Rework cost each researcher about a day a month. The agreed baseline: 8 revision rounds per document, and 2 weeks per report.
